The USPS Fiscal Crisis
The Postal Service may run out of cash by early 2027. For businesses that rely on USPS daily, that is not an abstract policy problem, it is an operational risk.
A Structural Crisis, Not a Temporary Shortfall
According to a recent Brookings Institution analysis, USPS has posted losses every year since 2007. Furthermore, the agency has now hit its $15 billion statutory borrowing ceiling. As a result, it cannot take on new debt to cover ongoing deficits.

The Revenue Shift That Changed Everything
First-Class Mail — once the financial backbone of the postal system — has declined by more than 50% since 2007. Package revenue has grown significantly, but margins in competitive parcel markets are much thinner. Consequently, total revenue looks stable on paper, while cash generation continues to erode. Meanwhile, USPS is still legally required to deliver to 169 million addresses, six days a week, at uniform prices. That mandate has not changed. The financing model that supports it, however, is collapsing.

What This Means for Parcel Shippers
Parcel shippers are caught in the middle. Rate increases are a real possibility. Service slowdowns or degradation — particularly in rural and low-density areas — are another.
