UPS surge fee 2026: Surge Emergency Fee rates by lane

The short version
- The surge fee applies to international services: the Worldwide Express family, Worldwide Expedited, Worldwide Economy and UPS Standard to and from Canada and Mexico. It does not apply to domestic UPS Ground or domestic air.
- Most lanes are charged per pound of billable weight, from $0.23 to $1.50. UPS Standard is charged per package.
- The per-pound fees run “until further notice”. UPS changes them by lane and date, so check the effective date on the shipment, not the date of the invoice.
- From September 27, 2026 to January 16, 2027, international packages that trigger additional handling, large package or over maximum limits pay a further holiday surge fee, matching UPS’s domestic demand surcharges.
- The fuel surcharge applies to surge fees, and more than one surge fee can apply to the same shipment.
The UPS surge fee, which UPS calls the Surge Emergency Fee, is a charge on international shipments, added by the pound or by the package depending on the lane and service. As of UPS’s October 15, 2026 update, it ranges from $0.23 a pound on Express shipments from Canada and Latin America to the US, to $1.50 a pound on shipments between the US and the United Arab Emirates. A separate set of holiday surge fees applies to international packages that meet the additional handling, large package or over maximum limits criteria. Fuel is charged on top of every surge fee, and no contract discount applies to it unless UPS agrees in writing with specific reference to the fee.

UPS’s regions for the surge fee
The regions are UPS’s definitions, not the usual geographic ones, so check where a country falls before assuming a rate.
| UPS region | Countries |
|---|---|
| Middle East (UPS-defined) | Bahrain, Bangladesh, Jordan, Kuwait, Lebanon, Nepal, Oman, Pakistan, Qatar, Saudi Arabia, Sri Lanka. The UAE has its own rate. |

Holiday surge fees on international handling and size
From September 27, 2026 to January 16, 2027, UPS adds a surge fee to international packages that meet its criteria for additional handling, a large package, or over maximum limits, on US exports and imports by the Express services, UPS Transborder Standard and UPS Worldwide Standard. Each applies in addition to the regular charge of the same name.
| Charge | Sep 27 to Nov 21, 2026 | Nov 22 to Dec 26, 2026 | Dec 27, 2026 to Jan 16, 2027 |
|---|---|---|---|
| Additional handling | $8.75 | $11.90 | $8.75 |
| Large package surcharge | $96.25 | $117.50 | $96.25 |
| Over maximum limits | $530.00 | $590.00 | $530.00 |

The amounts and dates match UPS’s domestic demand surcharges for the same three charges, so a shipper of bulky goods pays the same seasonal premium whether the package goes to Ohio or Ontario. The domestic schedule, with the residential and air charges that have no international equivalent, is in our UPS peak surcharge guide.
How the surge fee is calculated
A per-pound fee is multiplied by the shipment’s billable weight, the greater of actual and dimensional weight, so a light, bulky carton pays on its dimensional weight. A per-package fee is charged once per package. UPS then applies the fuel surcharge in effect on the shipment date to the surge fee, and more than one surge fee can apply to one shipment. The examples below show the surge fees and the fuel on them only, not the transportation charge or anything else on the invoice.
| Shipment | Surge fees | Fuel on surge fees | Surge fees + fuel on surge |
|---|---|---|---|
| China to US, Worldwide Express Saver, 10 lb billable | $9.10 ($0.91 × 10) | $4.39 (48.25% import) | $13.49 |
| US to Germany, Worldwide Expedited, 20 lb billable | $6.40 ($0.32 × 20) | $2.91 (45.50% export) | $9.31 |
| US to Canada, UPS Standard, one package | $0.50 | $0.15 (30.25% international ground) | $0.65 |
| US to UAE, Worldwide Express, 60 lb billable, additional handling, shipped December 1 | $101.90 ($1.50 × 60, plus $11.90) | $46.36 (assuming 45.50% export) | $148.26 |
The first three rows use UPS’s fuel percentages for the week of October 26, 2026. The December example is hypothetical and assumes the same 45.50% export percentage; the actual percentage is the one in effect on the shipment date. It also excludes the regular additional handling charge and the fuel on it. Calculated by ebb Logistics.
The fourth example shows how the fees stack: a heavy package to a high-surge lane in the peak window carries two surge fees and fuel on both. Our UPS fuel surcharge page has the current international percentages.
Why UPS charges a surge fee
UPS has charged surge fees on international lanes since April 2020, when passenger-flight cuts removed air cargo capacity, and has re-cut them by lane ever since: our archive covers the changes from the October 2024 extension to US exports to the June 2026 update. Each is set “until further notice”, which is why a fee described as temporary keeps changing rather than ending.
The 2026 fee widened in two steps: Middle East lanes from March 22, then shipments between the US and most other countries from April 19, with the US export rate raised to $0.32 a pound on May 3. UPS gave no specific cause; trade press linked the changes to the conflict in the Middle East and higher fuel prices. FedEx applies comparable charges, which it calls demand surcharges.
Rates published by third parties often lag the UPS document. Several still show China rates of $0.25, $0.32 or $0.50 a pound, all superseded. UPS publishes the current table on ups.com and updates it without a fixed schedule.
How to reduce what you pay
- Cut dimensional weight. Where dimensional weight sets the billable weight, a smaller carton lowers the per-pound surge fee as well as the transportation charge. Where actual weight governs, packaging changes will not move it.
- Stay under the handling and size thresholds. A package that no longer triggers additional handling or the large package surcharge avoids the seasonal surge fee for that charge, and the regular charge with it.
- Compare services on the full cost. Surge fees differ by service: UPS Standard to Canada and Mexico pays per package, Worldwide Economy $0.50 a pound, the Express services by lane. Compare the complete shipment cost, transportation, fuel and surge together, for the services that meet the delivery need.
- Consolidate where you can. A per-package fee falls with fewer packages; a per-pound fee does not.
- Ask for it in writing. Any reduction has to be agreed by UPS expressly, as below.
Can the UPS surge fee be discounted?
Only by explicit agreement. UPS’s document states that “no waiver, discount or reduction of any type to the Surge Emergency Fee shall apply unless and until UPS agrees in writing to such waiver, discount or reduction with specific written reference to the Surge Emergency Fee.” A general discount on accessorials or international charges in your agreement does not reach it.
For a shipper with steady international volume, that makes the surge fee a term worth raising directly in a negotiation, with the lanes and weights that drive it. We price it on your own shipments in a UPS contract negotiation, alongside the international fuel surcharge, which often matters as much.
What to check on your invoices
- The lane rate. The fee should match the origin, destination and service. A US export to a country with no listed rate takes the $0.32 “all other destinations” rate, not a regional one.
- The effective date. Rates change by lane. A shipment before October 25, 2026 to Argentina, for example, should not carry the $0.68 rate.
- The weight. The fee is charged on billable weight. An overstated billable weight inflates both the transportation charge and the per-pound surge fee.
- The holiday window. The $11.90, $117.50 and $590 amounts apply only from November 22 to December 26.
- Any agreed reduction. If UPS agreed in writing to discount the fee, check it is applied on every invoice.
Our UPS invoice audit checks each of these weekly.
Frequently asked questions
What is the UPS surge fee?
A charge UPS adds to international shipments, by the pound or by the package, on lanes and services it lists. UPS calls it the Surge Emergency Fee and uses the terms interchangeably. It is separate from the fuel surcharge, which is charged on top of it.
Does the surge fee apply to UPS Ground?
No. It applies to international services, plus UPS Standard between the US and Canada or Mexico. Domestic Ground and air shipments carry UPS’s demand surcharges instead, which run seasonally.
How much is the UPS surge fee from China?
$0.91 per pound of billable weight on Express services from China, Hong Kong or Macau to the US, effective September 27, 2026, as of UPS’s October 15, 2026 update.
Is the UPS surge fee the same as a peak surcharge?
Not quite. The per-pound surge fees run until further notice, not for a season. The international handling and size surge fees do follow the holiday calendar, from September 27, 2026 to January 16, 2027, and match the domestic demand surcharges.
Does fuel apply to the surge fee?
Yes. UPS states that Surge Emergency Fees are subject to the fuel surcharge.
When will the UPS surge fee end?
UPS has not said. Each per-pound and per-package fee is in effect “until further notice”, and UPS can change any of them at any time.
Can I negotiate the surge fee?
Yes, but only an agreement that refers to the Surge Emergency Fee specifically, in writing, will reduce it. A general accessorial discount does not apply.
