FedEx 2027 Rate Changes: Calculate the Impact on Your Shipment Mix

The short version
- FedEx's 5.9% is an average across its rate tables. On the published 2027 list rates, individual Ground cells rise 5.28% to 7.20% and Express services range from 3.09% to 6.64% on average.
- Light Ground packages take more than the average: 6.49% on 1 to 5 lb, against 5.57% on 21 to 50 lb.
- Residential delivery rises 6.98% on Ground and Home Delivery, delivery area surcharges 5.62% to 9.09%, additional handling 6.82% to 7.63% by type and zone, and oversize up to 7.81%.
- The changes arrive in three dated steps: rates, surcharges and delivery area ZIP lists on January 4; new paper fees and international residential charges on January 18; zone changes for some ZIP pairs on February 1.
- A percentage discount does not shield you. Minimum charges tied to the list rate rise with it, and fuel is a percentage of the new, higher charges.
FedEx raises its standard list rates on January 4, 2027, by an announced average of 5.9%, but no shipment is priced at the average. To measure what the increase does to a real mix, we compared FedEx's 2026 and 2027 list rate files cell by cell, set the 2027 surcharge changes against their 2026 amounts, and priced a sample of 1,000 weekly shipments under both schedules. The method below works the same way on your own shipments.
What changes, and when
FedEx's rate changes page lists three effective dates for 2027. Keep them apart when you model the year, because each touches different shipments.

The February change is the one a list rate comparison cannot show. A ZIP pair that moves from zone 4 to zone 5 is priced on a different column of the 2027 table, which can increase the shipment's cost beyond the same-zone rate increase shown in the tables below. How the list rates moved, service by service
We compared every weight from 1 to 150 lb in zones 2 to 8, 1,050 rate cells per service, in the 2026 and 2027 standard list rate files:

Within Ground, weight matters more than zone. Every zone averages between 6.06% and 6.15%, but the weight bands differ by almost a point:

The 1 to 5 lb band has the highest average Ground increase, and it is also where most ecommerce volume sits, although individual heavier cells reach 7.20%, above the 6.73% maximum for 1 to 5 lb. The 1 lb zone 2 Ground rate, the base many agreements use to set the minimum charge, goes from $11.99 to $12.70, up 5.92%.
The surcharges that move with it
Surcharges are published separately and do not follow the 5.9%. The ones most parcel shippers pay, from FedEx's 2027 surcharge and fee changes:

A sample weekly mix of 1,000 shipments, each priced on the published list rate for its service, billable weight and zone in 2026 and in 2027, with the surcharges that apply to it. The mix is illustrative; the rates are FedEx's. Fuel is left out because it is set weekly; see below.

The 24 × 24 × 19 in carton measures 10,944 cubic inches, above the 10,368 cubic inch trigger for additional handling (dimension) and below the 17,280 cubic inch oversize trigger; its dimensional weight is 10,944 ÷ 139 = 78.7, rounded up to 79 lb.
Over 52 weeks that is $100,256 more at list. The base rates in this mix rise 6.24% and the surcharges 6.99%, so the more of your spend is surcharges, the further your increase sits above 5.9%. Change the mix and the answer changes: more 1 to 5 lb Ground pushes it up, more Express Saver pulls it down, and a lane that changes zone on February 1 can add more than the rate increase itself.
What your agreement does to the increase
Most shippers do not pay list, but the list increase still reaches them:
- Percentage discounts. An incentive of 50% off list is 50% off the 2027 list, so the net transportation charge rises by the same percentage as the list rate.
- Minimum charges. A minimum set as an adjustment off the 1 lb zone 2 rate rises with that rate, from a $11.99 base to $12.70. How it rises depends on the adjustment. A percentage adjustment keeps the minimum's increase at 5.92%. A fixed dollar adjustment passes through the full $0.71, which is a larger percentage of a smaller number: with a $3.00 adjustment, the minimum goes from $8.99 to $9.70, up 7.90%. - Surcharge discounts. A surcharge discounted by a percentage rises with the new amount. One discounted by a fixed dollar amount rises by the full increase, so the discount is worth relatively less.
- Fuel. The fuel surcharge is a percentage of the transportation charge and many surcharges, so a 6% increase in those charges is a 6% increase in fuel dollars at the same fuel percentage.
How to calculate the impact on your own mix
- Export a recent quarter of FedEx shipments with service, billable weight, zone and the surcharges on each package.
- Price each shipment on the 2026 and 2027 list rate files for its service, weight and zone, and add each surcharge at its 2026 and 2027 amount.
- Apply your agreement to both: incentives, minimum charges and surcharge discounts.
- Flag the ZIP pairs that change zone on February 1 and the ZIP codes that change delivery area tier on January 4, and reprice those separately.
- Compare the totals, and the change by service, weight band and surcharge, so you know where the increase comes from.

Why is my increase higher than 5.9%?
Because the 5.9% is an average across the rate tables, and your packages are not spread evenly across them. Light Ground packages rise about 6.5%, most surcharges rise 5.5% to 9%, and a ZIP pair that changes zone or a ZIP code that moves to a higher delivery area tier adds more. A mix weighted toward light residential Ground will usually land above the average.
Do FedEx surcharges increase in 2027?
Yes. Residential delivery for Ground and Home Delivery goes from $6.45 to $6.90, the residential delivery area surcharge from $6.60 to $7.00, the extended residential delivery area surcharge from $8.80 to $9.60, additional handling by about 7%, and the zone 5 to 6 oversize charge from $320 to $345.
Does a negotiated discount protect me from the GRI?
Not by itself. A percentage discount applies to the new, higher list rate, so the net rate rises by the same percentage. Minimum charges tied to the list rate rise too. Protection comes from contract terms such as GRI caps, fixed minimums or surcharge discounts, which have to be negotiated.
