UPS Delays Key Rate Change Updates

UPS has announced a delay in the implementation of significant changes to its Domestic Large Package Surcharge and Additional Handling Charge definitions. Originally scheduled for August 17, 2025, these updates will now take effect on or after December 22, 2025.

    What’s Changing

The postponed adjustments involve redefining how UPS applies certain surcharges. Among the updates are:

    • New Charges: Additional Handling Cubic Size, Large Package Surcharge Cubic Size, and Large Package Surcharge Weight.
    • Removed Charges: Additional Handling Length plus Girth and Large Package Surcharge Length plus Girth.

While these updates are delayed, one major change remains firmly in place: starting August 18, 2025, UPS will begin rounding all package dimensions up to the next whole inch when calculating billable size. This adjustment could lead to higher dimensional weight charges for many shippers.

    Why This Matters to Shippers

These changes may feel like small technical adjustments, but they carry significant financial implications. By shifting from “length plus girth” to cubic size and weight-based definitions, UPS is tightening its focus on space utilization within its network. The result? Many bulky or irregularly shaped shipments could see cost increases.

Meanwhile, the dimension rounding rule — unaffected by the delay — means shippers need to revisit their packaging practices now. Even a fraction of an inch could push a package into a higher billing tier, inflating shipping costs over time.

    What Shippers Should Do Next

    • Audit Packaging: Review your current box sizes and packing methods to minimize wasted space.
    • Model Future Costs: Run simulations using December’s surcharge definitions to understand how your shipping profile will be impacted.
    • Negotiate Strategically: Consider contract renegotiations that anticipate these changes — not just those in effect today.
    • Explore Alternatives: Evaluate whether regional carriers, USPS, or other providers offer cost-effective solutions for oversized or bulky shipments.

    Final Thoughts

Although UPS has provided a brief reprieve by delaying the surcharge redefinitions, the core message is clear: carriers are evolving their pricing structures to protect margins and optimize their networks. Shippers that plan ahead — and adapt packaging and distribution strategies now — will be better positioned to avoid surprises in December and beyond.

Don’t wait until the holiday season to act. Understanding and preparing for these changes today can mean the difference between controlled costs and unexpected surcharges. Contact ebb Logistics and let us help you respond to carrier changes with confidence and clarity.
