UPS published updated Surge Fees on January 12, 2026, that add a temporary export Surge Fee for U.S.-origin international shipments.

Effective date: January 18, 2026.
End date: February 14, 2026
Scope: U.S. export shipments to all destinations, including Canada, excluding Israel
Services impacted: UPS Worldwide Express, Worldwide Express Saver, Worldwide Express Plus, Worldwide Expedited, Worldwide Saver Pallet, UPS Express Freight Time of Day.
Rate: $0.20 per lb, applied on billable weight.
Fuel interaction: Surge Fees are subject to the Fuel Surcharge.

UPS lists a separate U.S. export Surge Fee for Israel of $0.29 per lb through February 14, 2026.
