UPS Implementing a Surge Fee

UPS Implementing a Surge Fee

UPS has introduced a temporary $0.29 per pound “Surge Fee” on shipments from China, Hong Kong, and Macau to the U.S. Effective March 16-29, the surcharge is applied based on billable weight and is subject to UPS’ fuel surcharge.

💰 Why the Fee?

Rising export demand from Asia is driving higher shipping volumes, particularly from small- and medium-sized retail, tech, and manufacturing businesses. UPS’ daily export volume from Asia is outpacing global export growth.

📝 What does this mean for Shippers?

The latest $0.29 per pound fee adds to rising shipping costs in 2025, alongside increased late payment penalties and new transaction charges.

Beyond UPS fees, shippers face growing regulatory hurdles, including potential tariff hikes and the expected end of the de minimis exemption for duty-free imports under $800 from China. The U.S. government is preparing to phase out this exemption once tariff collection systems are in place.

With mounting costs and policy changes, businesses relying on China-to-U.S. shipping should prepare for a more expensive and complex logistics landscape in 2025.
