USPS Rate Increases Take Effect July 13, 2025
Effective July 13, 2025, the United States Postal Service (USPS) will implement new pricing across several services, continuing its efforts to achieve financial sustainability under the Delivering for America plan. The average increase across mailing services will be approximately 7.4%, with notable changes in First-Class Mail, Certified Mail, and competitive shipping products.

- Forever stamp (1 oz):
73¢→ 78¢ - Metered letters (1 oz):
69¢→ 74¢ - Domestic postcards:
56¢→ 62¢ - Additional ounce (letters):
28¢→ 29¢ - International letters (1 oz):

📦 Certified Mail & Special Services
- Certified Mail:
$4.85→ $5.30 - Return Receipt (green card):
$4.10→ $4.40 - Return Receipt (electronic):
$2.62→ $2.82 - Insurance: 12% discount applied
🚚 USPS Competitive Shipping Products
- Priority Mail: Average increase of 6.3%
- USPS Ground Advantage: Average increase of 7.1% (some light-weight/low-zone rates may decrease)
- Priority Mail Express: No change
- Parcel Select: DNDC category eliminated
- Non-standard package surcharge: New $4 fee (e.g., tubes, liquid containers)
- Package Quality Noncompliance Fee: Renamed from IMpb Noncompliance Fee, remains at $0.25
📊 What It Means for Mailers
These increases will have the most impact on businesses using First-Class Mail, nonprofits, and eCommerce shippers. Nonprofit Marketing Mail letter rates are still capped at about 60% of commercial rates. Strategic mail planning and pre-purchasing stamps or labels before July 13 can help offset some of these increases.

The last day to purchase postage at the current rates is Saturday, July 12, 2025. Consider stocking up on Forever stamps or pre-printing metered postage in advance.
