USPS Proposes New Postage Rates for July 2025
The United States Postal Service (USPS) has announced proposed changes to its mailing service prices, set to take effect on July 13, 2025, pending approval by the Postal Regulatory Commission (PRC). These rate adjustments support USPS’s “Delivering for America” 10-year plan aimed at achieving long-term financial stability.
- First-Class Mail Forever Stamp: Increase from 73¢ to 78¢
- Metered 1 oz. Letters: Increase from 69¢ to 74¢
- Domestic Postcards: Increase from 56¢ to 62¢
- International Postcards and 1 oz. Letters: Increase from $1.65 to $1.70
- Additional Ounce for Letters: Increase from 28¢ to 29¢
Overall, the proposed changes reflect an average price increase of approximately 7.4% across mailing services.
📦 Special Services Adjustments
- Postal Insurance: USPS is proposing a 12% rate reduction for items mailed with insurance.
These revisions aim to balance affordability with market competitiveness, ensuring USPS can continue to meet service demands efficiently.
📄 Implementation Timeline
The Postal Regulatory Commission will now review the proposed rate changes. If approved, the new pricing will be implemented starting July 13, 2025.

🚚 What This Means for Parcel Shippers
For parcel shippers, the proposed USPS rate increases may slightly raise the cost of mailing small and lightweight packages, especially those sent via First-Class Mail or that include insurance. However, the 12% reduction in insurance fees could offset some of that increase for high-value or sensitive shipments.
Shippers relying heavily on USPS for e-commerce fulfillment or subscription services may want to revisit their pricing strategies or evaluate USPS Ground Advantage and Priority Mail alternatives. Additionally, as USPS continues to shift more volume to ground transportation for efficiency, delivery times and logistics planning could be impacted. Staying ahead of these changes is crucial for maintaining profitability and service levels.
